As property prices continue to rise, even in the HDB (Housing Development Board) market, the government has introduced its sixth residential property cooling measure. This includes restrictions on the tenure of loans to a maximum of 35 years and higher LTV (loan-to-value) limits up to 40 percent on loans that exceed 30 years.

It makes sense: with low interest rates, easy credit ratings and high liquidity there is potential for a property bubble burst which would hurt borrowers and destabilise the financial system. And if current measures aren’t enough to keep prices stable, the government may step in again. 

Q3 saw private resale non-landed properties doing better than new sales; their prices hit a historic high of $1.156psf, with the rest of the central region (outside Districts 9, 10 and 11, Sentosa and the downtown core) posting the strongest quarterly gain at 7.1 percent, and the core central region increasing by just 0.75 percent. Rental yields remained stable at four percent.
